民族文化自治政策在俄罗斯实施状况探析

Exploration and analysis on the implementation of national culture autonomy policy in Russia

俄罗斯是全球民族成分众多的国家,其复杂的民族关系使其民族问题呈现出尖锐性和复杂性。独立后的俄罗斯重新审视了前苏联否定的民族文化自治理论,实施了民族文化自治政策并用于治理本国民族问题实践中。本文在梳理当前俄罗斯焦点性民族问题的基础上,阐述了其民族文化自治政策主要内容及实施状况,在分析该政策发挥积极作用的同时,也对其实施过程中的不足提出了相应思考。

Russia is a country constituted by many ethnic groups in the world,its complex national relations make its national problems present sharpness and complexity. After independence of Russia,it restudied the theory of national culture autonomy denied by the former Soviet and implemented the policy of national culture autonomy,which is used for dealing with the national problems. On the basis of summarizing the current national focus problems of Russia,the paper expounds the main contents and implementation status of the national culture autonomy,at the same time of affirming the active role of the policy,it also proposes the corresponding thoughts against the defects of the policy appearing in the implementation.
