海南省乡村城镇化建设问题研究

Studies on the Urbanization Construction for Rural Areas in Hainan

海南省城镇化建设的重点应当是加快乡村城镇化的建设。目前海南省在乡村城镇化建设中存在许多问题,如:城镇缺乏内在发展动力,城镇化水平的质量不高;城镇人员素质不高,城镇化水平的稳固性低;城镇经济规模小,发展基础薄弱;等等。对此,作者提出了“稳定数量,提高质量,壮大实力,强化功能,适度发展”的指导方针,以及六个方面的具体改进措施。

The urbanization construction in Hainan has its crux in accelerating the urbanization of rural areas.There are many problems in the urbanization construction for rural areas in Hainan at present,as is exemplified by the lack of intrinsic developmental dynamo in cities and towns,the low cultural level of urbanization,the poor quality of inhabitants in cities and towns,the weak stability of urbanization,the small-scale of urban economy and the thin foundation of development in cities and towns,etc.In view of all this,the authors of this paper put forth the guiding principle of 'stabilizing quantity and improving quality,expanding strength,intensifying functions and developing moderately' as well as concrete measures for improvement in six aspects.
