摘要
考课,即指国家对官员一定时期内的工作、品德、学识、才能等情况进行考核评定,并根据考核结果给予官员相应的奖励、惩处或者人事处置。中国的考课制度发端于战国、精盛于唐宋,历朝历代多有沿袭,在古代的职官考核与职官行政能力的保障方面,功勋卓著。当下,为使我国公务人员考核制度具体化、可操作化以及实际效能化,借鉴考课之制,特此提出七项措施建议:细化公务员法考核内容、奉行才德并举理念、构建三线贯通的考核体系、优化分类考察参数、引入公开宣讲考核模式、坚持抗辩原则、科学使用考察结论促进实效。
Merit-testing is an ancient officials assessment system,the Personnel Department carried out check on the cadres of the Ministry and formulate suggestion and advice on appoint and remove,transfer,rewards and punishment of the cadres.Chinese Merit-testing system come from China's dynasty and had finished Tang Song dynasty,and it makes a great contribution to the security of administrative ability and official assessment.Nowadays,in order to make it carry out in detail,and have a stronger maneuverability,exert its actual effectiveness,to draw hard lessons from the old system,so put forward seven suggestions.Refine the civil servant law examination content,Pursues the talents and moral,and philosophy,Build a three line of evaluation system,Inspection parameters optimization classification,Introduce public speaking appraisal model,Adhere to the principle of defense,the science use inspection conclusion promote the actual effect.
