被害人学视域下的河北省非法集资犯罪治理对策

传统的对非法集资犯罪原因及预防措施的研究往往是以犯罪行为和犯罪人、潜在犯罪人为本位的。但就当前的社会状况和经济状况而言,基于非法集资"犯罪中心主义"研究而提出的犯罪治理措施显然是片面的,并且收效不佳。被害人是犯罪现象研究的核心要素之一,忽视被害人在犯罪实施过程中的作用就不可能科学的揭示犯罪产生的原因及犯罪的预防措施。通过分析我省非法集资犯罪被害人的特征及其致害因素,提出犯罪被害预防的措施和我省非法集资犯罪治理的对策。

The traditional research on the causes and preventive measures of the crime of illegal fund-raising is based on the crime and the criminal,the potential crime.But in terms of the current social situation and economic situation,the crime control measures proposed by the study of illegal fund-raising ' Crime Center' is obviously one-sided,and the effect is not good.The victim is one of the core elements of the crime phenomenon,and it is impossible to reveal the cause of the crime and the preventive measures of the crime in the process of the implementation of the crime.Through the analysis of the characteristics and causes of the crime of illegal fund-raising in our province,we put forward the measures of crime prevention measures and the measures to prevent and control the crime of illegal fund-raising in our province.
