河北省欠发达地区新型城镇化建设的六个结合

Discussion on Six Combinations of New-type Urbanization in Underdeveloped Areas of Hebei Province

新型城镇化建设是推动社会经济发展的重要举措,是加快城乡"一体化"发展的必然要求,并已成为新常态下推动我国全面工业化、现代化发展的重要标志。但是,河北省占全省总面积三分之一的欠发达地区多为山区农村,"三农"基础薄弱,生态脆弱、经济落后,缺乏产业支撑,城镇化水平低,城乡差别大,已成了全省新型城镇化建设的难点和短板。如何确保河北省新型城镇化建设的"一体化"发展,结合河北欠发达地区实际提出了因地制宜,突出抓好与当地生态文明建设、传承历史文化遗产、精准扶贫、美丽乡村建设、发展特色产业、提高居民文明素质的"六项结合"。

Developing new-type urbanization is the main action to accelerate the process of the economy and society.It is a requirement of urban and rural integration as well as a significant symbol of the industry and modernization.Hebei Province has sped up its step under the background of quick pace of constructing urbanization all around China.However,there are a large amount of areas which are under-development in Hebei Province with problems of huge imbalance between urban and rural areas as well as relatively low rate of urbanization,which makes the process be a matter of great urgency.Especially in mountain districts in the northwest and south,many villages suffer from weak foundation of agriculture,imperfect infrastructure construction,insufficient support of the industry and deteriorated environment.As a consequence,to improve the level of urbanization,Hebei Province should make actions based on local conditions and make effort to achieve'six combinations'of the construction of ecological civilization,historical heritage,poverty alleviation,beautiful villages,characteristic industries and the quality of residents.It would play an important role to improve the development of urbanization in under-development areas of Hebei Province.
