当前高校腐败现象的表现、成因及治理对策

Study on Form of Expression,Cause of Formation and Countermeasure of Current Corruption Phenomenon in Universities and Colleges

高校反腐是我国当前反腐的一个重要领域。通过统计分析党的十八大以来官方文件、公开出版物和媒体报道公布的73起高校腐败案件,探索我国高校腐败现象现状及特征。数据分析结果表明,我国高校腐败存在潜伏期长、"窝案""串案"频发、"塌方式"腐败等危险。其权力资源配置不合理、腐败机会存在、腐败动机滋生是高校腐败发生的三大诱因。当前反腐新形势下,要不断完善法治体系、构建制度体系、增强价值体系,使高校实现不敢腐、不能腐、不想腐。

Universities and colleges' anti-corruption is an important domain in our county's anti-corruption activities.Through the statistical analysis on seventy-three cases of corruption in universities and colleges,which are published by the official documents,the publications and the media report,we should explore it's current situation and the characteristic.The results of the data analysis show that corruption in universities and colleges in our country has some characteristic,such as long incubation period,series of case,collapse corruption.There are three reasons.Firstly,configuration of power resource is not reasonable.Secondly,Opportunities for corruption exist.Thirdly,motive of corruption breeds.So we should perfect the rule of law system,construct the institutional system and enhance the value system.Which will make universities and colleges not dare to corrupt,not engage in corruption or not want to corrupt.
