就国内外学界对公共危机、城市公共危机事件、应急管理、应急管理机制等城市公共危机事件应急管理机制相关概念的界定予以缕析,并综合给出公共危机、应急管理以及城市公共危机事件应急管理的定义。在此基础上,就国内外学界关于城市公共危机事件应急管理机制的危机管理理论、社会燃烧理论等相关理论予以阐述。

This paper analyzed to the domestic and foreign scholars on the related concepts of emergency management mechanism of urban public crisis events such as public crisis,urban public crisis events,emergency management,emergency management mechanism and so on,and gives a comprehensive definition about public crisis,emergency management and emergency management of urban public crisis events.On this basis,this paper also described about the domestic and foreign scholars on the theory of emergency management mechanism of urban public crisis events such as crisis management theory,social combustion theory and so on.
