监狱的安全和秩序是监狱的内在品格。"罪犯无害化"思想片面追求监狱安全唯一性,或者单纯地强调监狱的安全主义,就会使监狱行刑呈现社会防卫的功利主义和绝对主义,导致监狱功能异化,罪犯改造的主体地位边缘化。罪犯在"固化"的监狱中,主体人格监狱化,罪犯回归社会的目标"板结化",使监狱法治所倡导的一切理念、目标、价值、精神等瞬间"石化",监狱行刑效果背离刑罚的终极价值。
