司法行政戒毒系统设置辅警队伍的思考

Thinking on Setting up Assistant Police in Judicial Administration Detoxification System

针对当前司法行政戒毒场所基层警力配置中的'四个冲突'(执勤理念、执勤模式、招录体制、警力分布),提出设置司法行政戒毒辅警的设想。通过对当前司法行政戒毒辅警的可行性和必要性的研究,就司法行政戒毒辅警的概念、法律定位以及类别设置、招录管理、运行体系构建,进行了相应探讨,力争通过设置统一的司法行政戒毒辅警,全面规范司法行政戒毒场所的警务辅助力量,解决当前戒毒场所警力紧张的问题,降低行政成本,提升执法效率,优化民警岗位职能,构建现代戒毒场所基层警务执勤模式。

In view of the'four conflicts'in the current allocation of grass-roots police injudicial administration detoxification system(on duty concept,mode,recruitment system and police distribution),put forwardan idea that setting up assistant police.Through the study on the feasibility and necessity of the assistant police of judicialadministration detoxification system,this paper discusses the concept,legal positioning,category setting,recruitment management and operation system construction,strives to establish a unified assistant police of detoxification,and comprehensively standardize the judicial administrative drug rehabilitation center.To solve the current problem of police shortage in center for drug rehabilitation,reduce administrative costs,improve law enforcement efficiency,optimize the functions of police posts,and build a basic police service mode in modern center for drug rehabilitation.
