河南省保险业助力精准脱贫的路径和运行机制研究

On the Path and Running Mechanism of the Insurance Industry of Henan Province in Assisting Targeted Poverty Alleviation

保险助力精准扶贫已经成为一种政策和制度性安排,但河南省保险业参与精准扶贫的现状仍不容乐观。在全面分析河南省贫困人口的致贫因素和可保脱贫风险的基础上,从三个方面提出了河南省保险业助力精准脱贫的路径和运行机制:一是政府应加强对保险助力精准扶贫政策的解读和落实,加强对保险扶贫功效的宣传,积极引导保险机构深入农村市场,建立实现农户、保险公司和政府三方共赢的运行机制。二是保险机构要积极服务农村保险市场,创新扶贫保险产品和保险服务。三是建立包括地市级保险监管分支机构、保险行业协会和同业相互监督的多层次监管体系。

It has become a kind of policy and institutional arrangement for insurance to assist targeted poverty alleviation.However,the status quo of the insurance industry of Henan province in assisting targeted poverty alleviation is still not optimistic.This article puts forward the path and running mechanism of the insurance industry of Henan province in assisting targeted poverty alleviation from three aspects after comprehensively analyzing the factors causing the poverty and risks of the poverty reduction that can be covered by the insurance:firstly,the government should strengthen the interpretation and implementation of the insurance assisting targeted poverty alleviation,intensify the publicity of the effect of insurance in promoting poverty alleviation,and actively lead the insurance agencies to tap the rural market,finally establishing a running mechanism which ensures the co-winning of the farmers,the insurance companies and the government;secondly,the insurance agencies should better serve the insurance market of the countryside and innovate the poverty alleviation-related insurance products and services.Thirdly,a multi-level regulatory system including municipal branches of insurance regulatory agencies,the association of insurance industry and mutual,inter-insurance supervision should be established.
