高职院校内部管理体制和办学模式改革,要处理好职业权重、行政权力和学术权威的关系。职业权重是指高职教育要以能力为核心,以就业为导向,发挥职业优势。行政权力就是高职院校要以学生成才为目标,以职业本真为动力,建设既具育人功能,又具经济社会功能的高等学府。学术权威就是高职办学要以市场为基础,以科研为龙头,开创新兴产业。

The reform of vocational colleges’ internal management system and the patterns should balance the relations among the professional importance,the administrative and the academic authority.The professional importance refers to vocational education must take ability as a core and take employment as the guidance to display professional superiority.The administrative authority refers to vocational colleges must take students education as the goal and take the occupation as the motivation to construct both human-training and economic society function colleges.The academic authority is vocational colleges must take the market as a foundation and take the scientific research as the main item to create the emerging industry.
