工程造价管理改革与控制方法浅论

Project Cost Management Reform and Control Methodology

当前工程造价管理体制中所存在的问题主要是:造价管理条块分割,政出多门,协调配合乏力;工程造价计价模式不适应市场经济的需要;工程建设项目造价全过程综合管理的意识薄弱。改革造价管理方法,应通过改革管理体制、转变指导思想、强化全过程管理意识等方面着手,工程造价方法应在精确编制标底预算、抓好甲供设备及材料投资管理、严格办理设计变更签证等方面努力。

The existing major problems in current project cost management system are: cost management fragmentation with weak coordination;project cost pricing models are not suited to the needs of market economy;and weak awareness on the comprehensive management of the entire project cost process.To reform cost management,we should start from reforming management system,changing guiding ideology,strengthening entire process management awareness,and make efforts on project cost method of bidding price accuratly,grasping equipment provided by the first party and the invest management of material,as well as strict design changes.
