摘要
洞庭湖水资源在开发、利用、治理、管理(节约)与保护各环节即水权运营①过程中,必须保证社会、经济与人口、环境的可持续协调发展。洞庭湖水资源立法主旨必须是保护为主,在水权(水资源)运营中保护水资源及水环境。立法的根本原则是可持续协调发展原则。立法必须构建"产权、运营与监管"三位一体的制度框架,制定《洞庭湖水资源保护条例》。
The water rights of Dongting Lake should ensure the sustainable development of society, economy and population, together with the enviroment.
