关于岳阳滨湖示范区建设的几点建议

Suggestions on the Construction of Hubin Demonstration Plot

长株潭城市群"两型"社会改革方案获批后,多区块组成的滨湖示范区纳入核心区空间范围,作为近中期建设的重点。但滨湖示范区存在着组块分散、定位狭窄、基础薄弱、启动迟缓等问题,本文从奠定区域性发展格局、创建服务性管理新体制、形成企业化运营新模式、优化内涵式增长新途径等四个角度提出调整规划范围、丰富功能定位,改革管理机构、健全管理职能,强化政府引导、推动市场运作,提质现有企业、发展新型产业的系列建设建议。

After the approvral of the reform of two-oriented society of Changsha-Zhuzhou-Xiangtan urban agglomeration,the multi-block demonstration plot of Hubin is brought into the composition of the core area as a recent medium-term construction.However,there are problems exist.This paper aimed to give a series of suggestions on the construction of the demonstration plot from four angles.
