精准扶贫中的产业精准选择机制

Industrial Accurate Selection Mechanism in Accurate Poverty Alleviation

科学选择的扶贫产业可以保障其长期稳定发展,对贫困农民更友好的公平分配可以实现产业精准脱贫。以现有的产业扶贫理论和产业选择理论为基础,结合集中连片特困地区农村贫困的实际情况,构建了科学的扶贫产业精准选择指标体系。以指标体系构建和多主体参与运作为核心,分析并解释了基于不同贫困层级的产业精准选择机制和内生的利益分享机制,认为持续的产业脱贫是外源性的产业扶贫与内生性的利益分享机制的统一。

The scientific-selected poverty alleviation industry can guarantee its long-term stable development;and the friendly and fair distribution to poor farmers can achieve accurate poverty alleviation. Base on theory of industrial poverty alleviation and industry selection theory, combined with the actual situation of rural poverty in concentrated contiguous areas, a scientific precision selection index system for poverty alleviation industry was constructed. Focusing on the construction of indicator system and multiagent participation, this paper elaborates on the precise selection mechanism and benefit-sharing mechanism of poverty alleviation industry in rural poverty-stricken areas, and holds that exogenous industrial poverty alleviation and endogenous benefit-sharing mechanism plays an important role in the long-term stable development of poverty alleviation industries.
