摘要
分析了河南省烟田生产基础设施建设现状,对比2005~2015年生产基础设施两个五年规划的变化情况,剖析了河南省烟田基础设施建设项目资金来源及结构,最后根据目前生产基础设施建设项目的总体规划、资金渠道、项目管理三个方面存在的问题提出了相应的建议及改进措施。
This paper analyzed the currentcondition of tobacco production infrastructure construction in H enan,com pared the changes of production infrastructure in tw o five-year plans from 2005 to 2015,analyzed the funding sources and structures of tobacco infrastructure projects and finally proposed corresponding suggestions and m easures on the basis ofthe problem s existing in the overallplanning,funding channelsand projectm anagem entofthe currentproduction infrastructure construction projects.
