现代香港民间商会治理网络及其功能——以香港潮州商会为例

Research on the Governance Network and Function of Modern Hong Kong Civilian Chamber of Commerce——Taking the Example of Hong Kong Chiu Chow Chamber of Commerce

香港潮州商会是现代香港民间商会中一个有代表性的个案。自20世纪50年代开始,香港进入经济转型时期,潮商也在工业化道路上进行新的探索。至20世纪七八十年代,香港潮商经济再度得以迅速发展,作为潮商商人团体中最具有代表性和影响力的香港潮州商会迎来了黄金发展时期。随着自身内部治理结构的优化、国际性社会网络体系的初步形成以及港英政府政策环境的改善,现代香港潮州商会扮演的角色愈加重要,其在社会动员与社会整合、社会服务、参政议政等方面的功能得以突显,尤其是与港英政府良好的互动关系,使其参与社会公共事务、协助政府施政的社会治理功能有所强化。

Hong Kong Chiu Chow Chamber of Commerce is a representative case of the modern Hong Kong Chamber of Commerce.Since the 1950s,Hong Kong has entered a period of economic transition,Chiu Chow merchants also explored hardly in the process of industrialization.To the 1970s and 1980s,the Chiu Chow business economy in Hong Kong developed rapidly once again;and Hong Kong Chiu Chow Chamber of Commerce,as the most representative and influential Chiu Chow merchant group,entered the golden age of its unprecedented period.With the optimization of its internal governance structure,the initial formation of the international social network system and the improvement of the British Hong Kong government policy environment,the modern Hong Kong Chiu Chow Chamber of Commerce has played a more and more important role,and its functions of social mobilization,social integration,social service and political participation have become salient.In particular,its good interaction with the Hong Kong government has strengthened its function of social governance on participating in social public affairs and assisting in government work.
