摘要
"创新型农村"是"创新型国家"的有机组成部分,"创新型农村"的建设离不开农业技术的创新和发展,在我国农业技术创新过程中,无论是研发过程还是推广过程,都存在着制约技术创新的因素,尤其是资金问题、体制问题和人才问题,必须采取有效的措施加以解决。
"Innovative agriculture" is an inherent ingredient of "innovative state", and the construction of "innovative agriculture" can’t advance without the innovation and development of agricultural science and technology. However whatever are the processes of research and spread, there emerge hindering factors to technology innovation in the process of agricultural science and technology innovation, especially the capital, system and talent problems that must be resolved in effective measures.
