Classified Guidance on Assessment Urgently Needed by Private Colleges and Universities

摘要 由于众所周知的原因,我国民办高校的兴起还是改革开放以后才发生的事,大部分还只有十余年历史。就共性特点而言,民办高校的历史短,起点低,基础差,投资单一,抵御风险能力弱,社会认同度也不高。当我们用实事求是的精神与态度来考量或评估民办高校的办学行为与水平时,则宜在现有方案基础上,对一级指标、二级指标及主要观测点,做出局部调整。即,在现有的7个一级指标基础上,可增加近三年来年度检查一项;现有的19个二级指标和44个主要观测点及参考权重需要做出局部调整;基本办学条件指标也应做适当调整。 For the reasons that we all know,it wasn’t until the implement of reform and opening-up policy that private colleges and universities emerged in China,although most of which have only a history of one decade.The private colleges and universities are characterized as short history,low starting point,poor foundation,unitary investment,weak ability to resist risks as well as low social identity.When we consider and evaluate the education and education levels of private colleges and universities,we should be based on practical and realistic attitude and based on present proposal of assessment,and then partly adjust norms in the first and second levels as well as main assessment points.In other words,on the basis of seven first-level norms,we can add one more,such as annual inspections for three years.The essential requirements for running the general college and university should also be adjusted.
