论高校办公室的政务中枢平台职能

On the Function of Colleges’ Offices as Government Affairs’ Centrum Platform

摘要 办公室是领导机关的综合管理部门,是各级组织的政务中枢平台。高校办公室隶属于办公系统,在日常管理运作中彰显综合、参谋、督办、服务职能。在高校工作内容、形式发展到提高高等教育质量上来的今天,政务中枢平台职能的发挥要求高校办公室还应强化日常管理,提高工作效率,做到胸中有大局,手中有情况,脑子有主意,办事有骨干,运作有章法,工作到位不越位,参与而不干预,出谋而不决策,协助而不包办,帮忙而不添乱。 The office is not only the comprehensive management department of leading agency,but also the government affairs’ centrum platform of all the organizations at various levels.Affiliated with office system,colleges’ offices show comprehensive,advisory,supervisory and serving functions in daily management operation.Nowadays,the content and form of the work in colleges and universities have been promoted to the improvement of higher education quality,so colleges’ offices should function as government affairs’ centrum platform.The exertion of this function requires that colleges’ offices should enhance daily management and improve work efficiency so that they can have the overall situation in mind,have information in hand,have a thought-out plan in mind,have backbones while working and have rules to obey.They should also work in place but not to be offside,participate but not to intervene,give counsel but not to make decisions,assist but not to run the whole show,help but not to add to the chaos.
