志愿服务是一种非政府系统的组织行为和服务行动,即民间组织或个人利用自己的知识、技能、体能或财富,通过各种服务性的行动去实施和完成对有困难的社会群体及个人的服务和保障;志愿服务的兴起是完善市场机制的需要,也是政府转变职能的需要。发展志愿服务是构建社会主义和谐社会的内在要求,在构建社会主义和谐社会的进程中可以发挥更大的作用。因此,必须进一步加强和完善志愿服务。

Voluntary service,which is a systematic non-governmental organization behavior and a service action,refers to those non-government organizations or individuals who make use of their knowledge,skills,physical abilities or wealth to perform various services in order to serve and guarantee those social groups or individuals who are in trouble.The rise of voluntary service is the demand for perfecting market mechanism and also the demand for the government to transform functions.Developing voluntary service is the inner demand of building harmonious socialist society,which can play a greater role in the process of building harmonious socialist society.Therefore,voluntary service should be further strengthened and perfected.
