论民办高等教育发展中政府责任的正当性及其限度

On Legitimacy and Limitation of Government Responsibility in the Development of Private Higher Education

民办高等教育同公立高等教育一样,是天然的公共部门。无论是从理论上看,抑或现有法律来看,政府在民办高等教育发展中有着不可推卸的公共责任。当然,政府在民办高等教育中的责任是有限度的。当前政府应在民办高等教育发展中扮演好引导者、规划者、创设者、资助者、监管者的角色,发挥其相应的作用。

The same as public higher education,private higher education is also a natural public sector. In spite of theories or current laws,government takes an inescapable public responsibility in the development of private higher education. Without doubt,this responsibility that government takes is limited. In the development of private higher education,government should role as a guide,a designer,a creator,a sponsor as well as a supervisor and should perform its corresponding functions.
