关于进一步推动湖南动漫产业发展的思考

Reflection on Further Promoting the Development of Animation Industry in Hunan Province

动漫产业是二十一世纪的朝阳产业。湖南动漫产业发展较快,现已呈现出规模发展势头,基本形成研发、制作、发行、教育培训、播出、衍生产品开发等比较完整的产业体系;但是与湖南省建设"科教大省"、"文化大省"的目标还有差距,我省动漫产业在发展过程中也存在着一些令人担忧的问题:产品单一,形象雷同,原创和衍生开发能力还较弱;动漫产业的适用人才匮乏;资金短缺;盗版产品大量存在。这些问题严重制约着湖南动漫产业持续健康的发展。因此,当前湖南地方政府应进一步加强动漫产业的规划与领导,优化各类扶持奖励政策,包括人才培养、作品原创、市场开拓、拓宽融资渠道、税收优惠、公共服务平台建设等,认真落实各项优惠政策,使企业真正感受到优惠,真正获得利益。

Animation industry is a sunrise industry in the 21st Century.The animation industry in Hunan province has developed fast.It is starting to take shape and has formed a basic industry system including research and development,manufacturing and publishing,education and training,broadcasting and presenting,as well as the development of derivative products.But there is still a gap between the goal of building up Hunan as a province famous for science and education and for its culture.There are also some alarming concerns in the process of its development:the products are few,the images are identical,the creating and developing ability is weak,the appropriate talents are deficient,the fund is tight,pirated products are everywhere… These problems restricted seriously the everlasting and healthy development of the animation industry in Hunan.Therefore,the local government of Hunan should strengthen further the planning and leading of the animation industry and should optimize various supporting and awarding policies,including talent training,original works,market exploration,broadening funds channels,tax preference,building up a public service platform,etc.The government should also implement all kinds of preferential policies so that the enterprises could get the privilege and get real benefits.
