论民办高等教育中政府职能的“越位”与“缺位”

On the Government Function’s Offsides and Malpractice in Private Higher Education

在当前民办高等教育管理中,政府职能的"越位"与"缺位"现象仍然明显。政府职能的缺失,极大地制约着民办高等教育健康发展。完善职能结构,减少越位,弥补缺位,提升管理与服务质量,应成为当前政府在民办高等教育管理体制改革中最为迫切的重要内容。

In the administration of private higher education today, the phenomenon of the government function’s offsides and malpractice is still obvious. The healthy development of private higher education is restricted greatly by the lack of government function. The most urgent and important content of the private higher education system reformation is improving the functional structure, reducing offsides, making up for the malpractice, and upgrading the quality of the administration and the service.
