Difficulties and Policy Recommendations of China’s Low Carbon Technology International Transfer

中国经济正处于快速增长阶段,同时伴随着大规模的基础设施建设,如果仅利用现有的高碳技术,将会出现严重的"碳锁定"效应,因此有必要引进发达国家的先进低碳技术。目前,在国际低碳技术转让方面,存在一些障碍,如发达国家政府转让意愿不强烈,知识产权保护制度限制等。因此,政府应加强政府间合作,刺激私营部门的参与。

China’s economy is in a rapid growth phase, accompanied by large-scale infrastructure construction. If we only use the existing high-carbon technologies, there will be serious "carbon-lock-in" effect, so it is necessary to introduce the advanced low-carbon technologies from developed countries. At present, there are some obstacles to make low-carbon technology international transfer, such as, developed countries, governments have not a strong desire, and the intellectual property protection system is strict. Based on this, we make some relevant policy recommendations, such as strengthening inter-governmental cooperation, stimulating private sector participation.
