民国时期私立高等教育政策的演进与启示

Evolution and Revelation of Private Higher Education Policy During the Republic of China(1912-1949)

近代意义上的民族私立高等教育发轫于清末,在民国时期获得了较快的发展。在其发展历程中,民国历届政府一直在不断探索、调整、完善其政策,以期对私立高等学校在宏观上给予鼓励、支持的同时,对其办学质量和规模进行监控。尽管历届政府所形成的有关私立高等学校的法规、政策有许多是仅仅停留在纸上的表面文章,与实际执行有很大的差距;但是,它所提供的一些经验和教训,对于当前民办高等教育的发展还是颇有借鉴意义的。

The private higher education of modern China began in the end of Qing Dynasty and developed rapidly during the Republic of China(1912-1949).During the evolution of the private higher education,successive governments kept exploring,adjusting and perfecting the policy.By doing so,they hoped to give necessary macroscopcial encouragement and support as well as to control and supervise the quality and scope of those private higher colleges.Though many legislations and policies which are informed by former governments stay in the surface and hardly carried out,they supply with experience and advice to private higher education currently and help it forward.
