转型社会时期下利益集团利益均衡与政治决策公共性实现

Balance of Benefits of Interest Groups and Public Realization of Political Decision-making During the Period of Transitional Society

政治决策的本质是为实现公共利益,公共性是公共利益的价值核心,而利益集团通过利益博弈影响政治决策在实现利益均衡的同时,也会实现公共利益。但是,在转型社会时期下利益集团形成与发展的不均衡,导致其应有的功能丧失,参与地位的不平等使得政治决策难以实现公共利益。在现代民主社会中,利益均衡与公共利益的实现是相一致的。

The essence of political decision-making is to realize the public benefits, and the publicity is the core value of public benefits. But interest groups achieve the balance of benefits through the interest game to affect the political decision-making while realizing public benefits. However,during the period of transitional society,interest groups formed the unbalanced development,resulting in the loss of its due functions and made its status unequal,which made the political decision-making hardly realize the public benefits. In modern democratic society,the balance of benefits should be in line with the realization of public benefits.
