一、当前日本政局的形势1992年底至今年3月,日本政局发生了剧烈震荡。去年年底, 自民党内原最大派阀竹下派(109人)前会长、自民党副总裁金丸信卷入政治贿赂丑闻,先后辞去自民党副总裁、竹下派会长和众议院议员等要职,导致竹下派内部矛盾激化而分裂成小渊派(64人)和羽田派(44人)两个派系。今年3月,金丸信又因隐瞒18.5亿日元的收入和偷漏10.4亿日元的巨额税款而遭逮捕。'金丸事件'给自民党及日本政局造成了巨大冲击。
