在冷战条件下,苏联的军事存在是对日美的共同威胁。日本从'联盟利益'出发,执行同美国相协调的对苏外交防务政策。在对华政策上,除了尼克松政权的一个短暂时期外,日美两国基本上是步调一致的。但是,冷战结束后,国际环境和日美的国内情况都发生了变化,日美在外交政策上也出现了摩擦,日本开始执行独立自主的外交政策。
the paper lists some major facts which justify the true existence of diplomatic frictions between the two countries.Japan's independent foreign policy shows that it takes an explicit lead over the United States in such major events as Japanese Emperor's visist to China,and resuming the economic aid to Vietnam.Japan-US diplomatic friction has its historic and realistic background.First,the collapse of the Soviet Union gave a chance to Japan becoming more independent.Second,the regionalization of the world economics forced Japan to strengthen its relations with peripheral countries.Third,the relative ascending of Japan's economic strength and the relative falling of that of the United States offered an opportunity to Japan to push up its great-power diplomacy.The frictions between the two countries serve a sign of fundamental changes in Japan-American relations,although the bilateral relationship is still very important to Japan.
