俄罗斯独立以来,其基本外交方针是:全力推行以美欧为重点的亲西方路线,力图依靠美国和其他西方国家的提携,尽快重新跻身'世界大国'行列。通过一年多来的实践看,俄在推动同西方建立'伙伴关系'、达成核裁军协议和军控方面虽然取得一些进展,但争取西方经济援助的努力未见多少成效。这一情况正引起俄越来越大的失望。
