摘要
本文所论及的'小战争'指世界各地爆发的局部战争和地区性军事冲突;而'大和平'则是指这样一种国际环境:在全球范围内既没有世界大战也不存在大战威胁,只有一些地区性小战争。一、'大和平'是当今国际政治经济制约的产物(一)'大和平'开始于90年代国际政治的新舞台上只有世界规模的国家集团之间进行的战争,才可称为世界大战。
The article holds that the World War could happen only if there exist two or more than two blocs of nations.The end of the Cold War eliminated the possiblity for the break-out of World Wars,and the world from now on has entered a stage of'Grand Peace'.From a macroscopic point of view,'Grand Peace'could hardly happen at the peak of the world economic development. On the contrary,it could appear only when the world economy is gliding downward or stagnant at the bottom.As to the'Small Wars',the author maintains that they are the result of the conflicting regional differences.He classified the small wars into several types and pointed out that small wars tend to spread quickly and this tendency of development should be watched closely.
