一、美国国内对美国国际作用的反思自1989年始,以东欧和前苏联形势的剧变为契机,世界进入了一个新的时期。柏林墙的倒塌、德国的统一以及苏联的解体标志着历时40余年的东西方冷战的结束,以美苏对抗为基本特点的两极体系瓦解了,世界格局发生了根本的变化。冷战时期,美国的决策者一直专注于资本主义和共产主义在全球范围内的对抗。

The author maintains that the Americans, waking from the initial euphoria for the victory over 'communist threat',feel the post-Cold War reality not as henificial to them as they previously expected.Due to econo- mic recession,America's international economic position is facing increasingly severe challenges.America's security is also being 'threatened' by the following facts:the fate for Russia and other ex-Soviet republics is still uncertain;the increasingly dangerous proliferation of mass destruction weapons;the regional issues caused by ethnic conflicts, religious differences and territorial disputes.The choices the United Statcs could make for playing international role are:first,a choice between interventionism and isolationism;second,a choice between realism and idealism;third,a choice between multilateralism and unilateralism.
