最近期间,克林顿以出席东京西方七国首脑会议和访问日本与韩国为契机,加速调整美国亚太战略。'新太平洋共同体'设想的提出,就是克林顿亚太政策的一个新动向。一、'新太平洋共同体'出笼的背景(一)美国调整亚太政策是近年国际形势剧变的必然。

Making comparison of Clinton' s proposal with the one previously put foward by Bush Administration,Mr.Xi concluded that the new proposal is an inevitable product both by the radically changed international situation and the domestic pressure of public opinion.There is something new in Clinton' s proposal: (1) Clinton prefers multilateral dialogues rather than the bilateral ones;(2) Clinton puts more attention on Asia,making 'open market' the prime goal of' new Pacific community';(3) making more emphasis on democracy and human rights;(4) U.S.-China relations became a very important part in U.S.Asia policy.
