１９９９ 年元月，哈萨克斯坦提前举行大选，纳扎尔巴耶夫蝉联总统后，注重国家安全和政局稳定，并设法促使经济增长，完善经济体系；对外将继续推行全方位多边平衡外交政策。

His article holds that,viewing the speech delivered by Nazarbayev at thePaliamentin last September ,his policy priorities may be as follows:(1) Pay serious attention to the nationalsecurity and political stability.(2) Maintain economic growth and improve economic system .(3)Continue to follow an omni_directional foreign policy of multilateral balance .(4) Accelerate military re form and build a professional military power.(5) Pay due attention to develop relations with China
