The UN ought to play the key role in global governance——In commemoration of the 70th anniversary of the founding of the UN

进入21世纪以来,全球治理已经成为当今国际社会最为关切的重大课题。联合国可通过以下途径在全球治理中发挥核心作用:拥有一套服务于全球治理的完整机构;制定规范、规则和行动计划;提出新的思想理念和预警;负责进行组织、推动和监督实施。但美国的强权政治和霸权主义成为联合国在全球治理中发挥核心作用的最大障碍。中美等两种对立的全球治理观开展了激烈的博弈。

Since entering into the 21 st century, global governance has become the major issue of greatest concern for today's international community. In fact, the UN ought to play the key role in global governance through the following ways: The UN has in place a complete system of its own to effectuate global governance; it formalizes the institution of standards, rules and action plans; it originates novel ideas and raises the alarm; it also dutifully organizes, promotes and supervises the implementation. However, the power politics and hegemonism of the U.S. is the biggest obstacle for the UN to play the key role in global governance. The two diametrically opposed outlooks of global governance between China and the U.S. areengaging a fierce confrontation.
