程恩富“功能性双重调节论”的控制论特征

The Cybernetics Characteristics of Cheng Enfu’s “Functional Double Regulation Theory”

根据党的十八届三中全会通过决议提出的要使市场在资源配置中起决定性作用和更好发挥政府作用的精神,程恩富教授提出了功能性'双重调节论',即作为经济调节方式,市场调节和政府调节各有其功能强弱点及不同特点,因此既要充分发挥市场在微观上的资源配置的决定性作用,又要发挥宏观上政府的作用。由此得到该模式的控制论特征:前馈与反馈的结合、输出反馈与状态反馈的结合。

According to the spirit of making the market play a decisive role in the allocation of resources and giving better play to the role of the government,Professor Cheng Enfu put forward the theory of 'double regulation'. That is,as an economic regulation mode, market regulation and government regulation have their own strong points and weak points and different characteristics. Therefore, we should give full play to the decisive role of the market in the allocation of resources,improve the system of factor markets, establish fair, open and transparent market rules,and improve the mechanism of determining prices mainly by the market. We should optimize the organizational structure of the government and strive to improve the dual regulation system of market function and government function. From the perspective of control theory,this paper examines the characteristics of 'dual adjustment theory'.
