论国有经济“做强做优做大”的哲学和经济内涵

The Philosophical and Economic Connotation of “Doing Strong,Doing Better and Doing Greater” in State-owned Economy

国有经济自产生以来,就对各国经济发展起到了巨大作用,但是在新自由主义思想浪潮下,国有经济逐渐变成了落后和低效的代名词。在全国国有企业改革座谈会上,习近平总书记做出重要指示,国有企业是壮大国家综合实力、保障人民共同利益的重要力量,必须理直气壮'做强做优做大'。学术界对此产生了异议,有些学者认为这是对国有经济明显的照顾和偏袒。本文从全要素生产率、马克思唯物史观以及国家生产力和社会发展等角度全方位分析我国国有经济,阐明国有经济改革不同于根植于私有经济市场'利润需要'的体系,而是根植于国家生产力和人民'需要'的体系,'做强做优做大'符合社会主义历史发展的方向,是符合物质生产力发展的方向,以此化解学界对于国有经济改革方向的疑虑,同时本文提出国有经济'做强做优做大'要解决的核心问题就是成本效率问题。

Since the emergence of state-owned economy, it has played a great role in the economic development of various countries, but under the tide of neo-liberalism, state-owned economy has gradually become a synonym of backwardness and inefficiency. At the National Symposium on the reform of state-owned enterprises, General Secretary Xi Jinping gave important instructions. State-owned enterprises are an important force to strengthen the comprehensive strength of the country and safeguard the common interests of the people. They must be straightforward and vigorous to'strengthen,do better and do greater'. Academic circles have great objections to this, and some scholars believe that it is an obvious care and preference for the state-owned economy. This paper analyzes China’s state-owned economy from the perspective of total factor productivity, Marx’s historical materialism, national productivity and social development. It clarifies that state-owned economic reform is different from the system of 'profit need'rooted in the private economic market, but is rooted in The system of national productivity and the people’s 'needs', 'strengthening and becoming better' is in line with the historical direction of socialist development,and is in line with the direction of the development of material productivity, in order to resolve the doubts of the academic circles on the direction of stateowned economic reform. At the same time, this paper puts forward that the core problem of state-owned economy to be solved is cost efficiency.
