非营利机构的职能及其在云南的实践

On the Functions of Non-profit Institutions and their Practice in Yunnan

中国的非营利机构正处于一个发展时期 ,将是中国社会生活中重要角色 ,其中的一部分机构从事农村社区发展的工作。作者根据多年的实际工作经验和观察研究 ,认为中国非营利机构在政策和资金上有不独立的一面。同时 ,作者以云南为例 ,阐述了社会发展面临的问题 ,以 4个非营利机构为例 ,分析非营利机构在解决社区发展时面临问题的策略与实践 ,总结了他们的作用。在分析政府未来政策趋向和非营利机构能力的基础上 ,提出了今后的任务。

The non-profit institutions in China are at the initial stage of development and will play an important role in the life of the Chinese people. Some of these institutions engage in the development of the rural communities. Judging from their observation and actual experience, the authors conclude that these institutions are not independent in terms of policies and funds. Through a case study of four such institutions in Yunnan, the authors have analyzed their strategies and practice in solving the problems concerning the development of the communities and summarized their functions. Through an analysis of the possible future policies of the government and the capacity of these institutions, the authors have brought up their future tasks.
