Universal operating system means to run its business without restriction, and to deal with all kinds offinancial production comprehensively. Confronted with the globalization and China's entry into WTO, it is high time forChina's commercial banks to carry out universal operating system, which inevitably asks for the reform of the propertyrights system, the establishment of credit system and the promotion of operating efficiency in China.
