Inspirations and Strategy of Project Management at DARPA

美国高级研究计划局 (DARPA)是组织美国国防领域高技术项目研发的重要机构。自成立以来 ,DARPA已为美军研发成功了大量的先进武器系统 ,同时为美国积累了雄厚的科技资源储备 ,并且引领着美国乃至世界军民高技术研发的潮流。本文系统分析了DARPA名称和组织结构的历史变迁、当前在研项目结构体系以及DARPA研发高技术项目的成功经验 ,最后总结了DARPA经验对我国高技术项目管理的启示。

DARPA is the abbreviation of U.S. Defense Advanced Research Project Agency, which is the most important defense projects management organization and it has initiated many military high-tech programs and transmitted them into weapon systems successfully. DARPA always rides on the tide of the military-civil high-tech development and it has generated many a lot experiences about projects management. As a valuable case to study, this paper gives a systematically analysis on the history evolution of DARPA, organization structure, programs structure and program systems, and the project management strategy and experiences at DARPA. This paper also delivers some inspirations learned from DARPA, which can be the policy implications to high-tech projects management in China.
