Outline of Development for Modernization of Traditional Chinese Medicine

改革开放以来,我国中药产业持续发展,已初步形成了一定规模的产业体系,成为我国国民经济和社会发展中一项具有较强发展优势和广阔市场前景的战略性产业。但是总体上看,我国中药的质量标准体系还不够完善,质量检测方法及控制技术比较落后;中药生产工艺及制剂技术水平较低;中药研究开发技术平台不完善,创新能力较弱;中药企业管理水平普遍较低,市场竞争力不强,缺乏国际竞争力。为加强科技进步和技术创新,推进中药现代化,科学技术部会同八部委(局、院)制定本纲要。本《纲要》的制定标志着“中药现代化”问题已正式摆上国家重点发展和整体推进议程。

The Ministry of Science and Technology,The State Planning and Development Commission,The State Economy and Trade Commission,The Bureau of Intellectual Property Right,The Administration of Traditional Chinese Medicine and The Chinese Academy of Sciences The editor's note:Since the reform and opening to the outside world the industry of traditional Chinese medicince(TCM)has made constant development in China,initially evolving into an industrial system of certain size,and has become strategic industry with rather strong superiority in its development and broad prospects in its market in the development of the national economy and society of China.In a general view,however,the system of quality standards of TCM is not perfected and the testing methods of its quality and the techniques of its control still lags behind;the level of production technology and preparation techniques of TCM is quite low;the technical platform of the research and development of TCM has to be improved and its innovative ability is still weak;the management of TCM enterprises is generally at a rather low level and their competitiveness in the market is powerless,that is,short of competitive power in the world.In order to enhance the scientific and technologic progress and technical innovation and promote the modernization of TCM,the Ministry of Science and Technology has worked out this outline with other seven ministries and commissions(state bureaus and an academy).This outline marks that the modernization of TCM has been formally put on the agenda of the key programs in the country's development and those needed to be advanced in an integrated way.
