摘要
教师的工资待遇是激发教师执教热情、现身教育事业的重要因素之一,同时也是衡量社会对教师乃至教育事业重视程度的标志之一。分析县域义务教育教师工资待遇不平衡不充分的现状:县域义务教育教师工资待遇不高,农村教师津贴和乡村教师生活补助标准低,实际收入比本地公务员低,教师绩效工资分配不均,社会养老保险政策不到位。同时,剖析了背后深层次的原因:义务教育投入重设施轻人员,教师工资发放仍沿袭'以县为主'的财政体制,绩效工资分配公平性缺失,社会养老保险政策执行不力。为此,提出义务教育投入向教师倾斜,不断提高教师工资待遇;构建'以省为主'的财政体制,确保工资按时足额到位;实行农村教师津贴和乡村教师生活补助倍增计划等建议。
As salary is both a key incentive and a social symbol for teachers,this paper presents a quantitative analysis of the imbalanced and inadequate salary for primary and high school teachers in county areas,which is so low compared with that of the local public servants.The performance part of their pay is inadequate,and the social security insurance policy inefficient.The paper claims that the investment is more on infrastructure than on teaching team,and fair play is not implemented.On the basis of all this,the writer suggests that countermeasures be taken in the social security system for the sake of rural primary and high school teachers.
