摘要
老年教育公共服务体系是政府满足老龄群体终身学习的公共需求、履行老年教育主体责任、对老年教育公共服务有效供给而进行的制度设计,主要由制度、内容、组织和运行等核心要素组成。在普惠公益的价值导向、服务均等的政策选择和多元治理的路径选择等目标基础上,建立起包括政策设计、投入保障、供给服务和监管评价等四环的组织框架,达成老年教育公共服务体系的有序构建,完成新时代'老有所教'的责任与使命。
An education service system for the aged is carried out by the government to meet the demand of the senior citizens in life-long learning,that includes institutions,contents,organizations and operations through offering them effective supplies.With an orientation of pursuing the public benefits,and adequate methods of extensive satisfaction,the new public education services for the elderly should be properly operated in a new framework of policy design,secure financing,service supply and assessment.
