城镇差别、三部门经济与新时代中国新型城镇化

Disparity between Cities and Towns,Tri-Economy,and the New-type Urbanization in the New Era in China

我国城镇化进程中存在的城市、镇、乡村三部门经济,是我国国民经济社会发展进程中的独特现象。在三部门经济框架下,不仅存在着众所周知的城乡差别,而且还存在着鲜明的城镇差别。新时代我国新型城镇化已经步入新的发展阶段,城市地区、镇地区在城镇化进程中地位和作用的变迁是新型城镇化发展值得关注的突出特点。新时代新型城镇化进程中需要认真研究城市、镇、乡村三部门之间的经济关系、空间关系以及由此带来的区域关系,在人口低增长和老龄化加剧的严峻挑战下,努力破解“三部门经济”和城镇差别、城乡差别,从理论和实践上探索新时代中国独具特色的新型城镇化道路,促进实现城乡融合和区域协调发展。

From the perspective of structural analysis,this paper studies urbannization in China today.Tri-economy emerges during the process of urbanization in China,which is composed of cities,towns and counytysides in China.Under the framework of tri-economy,there exists not only the widely-known urban-rural difference,but also the cities-towns difference.It is argued that China has entered a new stage of urbanization development.During this new process,we should pay more attention to the evolution of the role of cities,towns and rural areas.Different from other countries in the world,China has special spatial and economic structures which include cities,towns and rural areas with huge differenc among them.Such tri-economy structure is questioning the present classic development economic theory.In the new stage of urbanization development,it is very important to analyze and understand the relationship between cities,towns and rural areas.Faced with the challenges of population growth slow down and aging increases,it is better to narrow or even remove those gaps,to set up a distinct urbanization mode with Chinese characteristics in both practice and theory.
