联合国工业发展组织:演进、功能和助推中国改革开放

United Nations Industrial Development Organization:Evolution,Function and the Promotion of China′s Reform and Opening up

改革开放以来,国际组织对我国经济社会的快速发展给予了巨大推动。本文结合联合国工发组织的演进和功能,回顾了改革开放四十年来工发组织对我国工业生产力和现代化发展、经济对外开放、参与全球治理等方面的贡献和合作历程。研究认为,工发组织的设立显著提高了发展中国家工业发展的国际话语权,成为发达国家和发展中国家开展工业国际援助的主要通道。工发组织结合自身优势,对中国工业的生产力发展和对外开放发挥了重要的催化作用;其中,工发组织对中国援助的优先领域与国家发展战略和五年发展规划保持同步,是双方成功合作的重要经验。同时,工发组织依靠其联合国系统的话语地位,有力地帮助中国在全球治理中发挥着"自律"与"共治"的积极作用。

International organizations have greatly promoted the development of China′s economy and society since the reform and opening up.Based on the evolution and function of UNIDO,the paper reviews the cooperationbetween UNIDOand China,especiallyforcing on increasing industrial productivity,promoting industrial modernization,opening to the world,participatingglobal governance in the past 40 years.According to the study,the establishment of UNIDO has significantly improved international discourse right of industry development in developing countries and became a main channel for internationalindustrial assistance.UNIDO,in combination with its own advantages,has played an important catalytic role in supporting China’s industrial productivity and opening up.UNIDO stays abreast ofthe priority aid areas with China national strategy and five-year plan,which is an important experience between two sides.In addition,UNIDO relies on its discourse status of UN system to assist China′s role of'selfdiscipline'and'co-governance'in global governance.
