环境规制促进产业结构优化升级吗?

Does Environmental Regulation Promote the Industrial Structure Upgrading?

推动产业结构优化升级是现代经济体系建设进程中的重大战略任务,环境规制作为治污减排的重要政策工具能否有效促进产业结构的优化升级?本文首先分析了地方政府环境规制竞争的动因及其对产业结构优化升级的影响,在此基础上利用2001-2016年中国省际面板数据,通过空间Durbin模型和偏微分分解方法揭示地方政府环境规制竞争对产业结构优化升级的空间溢出效应。研究发现:在不考虑地方政府竞争时,环境规制能够提升产业结构合理化水平,但提升作用不够明显。考虑地方政府竞争后,环境规制对产业结构合理化和产业结构高度化均具有显著促进作用,其中环境规制对产业结构合理化的影响呈现'标尺竞争'的策略特征,对产业结构高度化的影响呈现'差异化竞争'的策略特征。此外,环境规制对产业结构合理化有正向空间溢出,而对产业结构高度化有负向空间溢出。

Promoting industrial structure upgrading is a major strategic mission in the construction of modern economic system.As an important policy tool for pollution control and emission reduction,can environmental regulation effectively promote the upgrading of industrial structure?This paper first analyzes the motivation of local government’s environmental regulation competition and its impact on industrial structure upgrading.Based on this,the spatial spillover effect of local government’s environmental regulation competition on industrial structure upgrading is revealed through spatial Durbin model and partial differential decomposition method by using China provincial panel data from 2001 to 2016.The study finds that,when local government competition is not considered,environmental regulation can improve the rationalization level of industrial structure,but the effect is not obvious enough.After considering local government competition,environmental regulation can significantly promote both the industrial structure’s rationalization and the industrial structure’s optimization.The influence of environmental regulation on the industrial structure’s rationalization presents the strategic characteristics of'yardstick competition'and the influence on the industrial structure’s optimization presents the strategic characteristics of'race-to-others'.In addition,environmental regulation has positive spatial spillover on the industrial structure’s rationalization,and has negative spatial spillover on the optimization of industrial structure.
