增加农民收入是扩大内需,解决“三农”问题的关键

Increasing Farmer's Income --Key To Enlarge the Domestic Demand And To Solve The Problems Concerning"Agriculture, Countryside and Farmer"

我国是个发展中农业大国,有9亿农民,占总人口的70%,"三农"问题一直是困扰我国经济发展的根本问题和难题,而"三农"问题的核心是农民问题,党的十六届三中全会提出要统筹城乡经济社会发展等五个统筹,建立有利于逐步改变城乡二元经济结构的体制,形成区域经济发展的机制。当前,我国社会经济发展中面临的内需不足问题,实际上是"三农"发展滞后的集中表现。所以,增加农民收入,不仅是当前扩大内需保持国民经济持续增长的治本之策,同时也是解决新时期"三农"问题的根本生路,更是实现中国现代化的必由之路。

China is a large developing agricultural country, with 900 million farmers, which takes 70% of the whole population. The problem concerning' agriculture, countryside and farmer' has been an essential and difficult problem to hinder the country's economic development. The focus of the problem concerning 'agriculture, countryside and farmer' is the problem of farmers. What were proposed in the Third Plenary Session of the 16th Party central committee include the five overall plans on the the development of urban and rural economy as well as the social development, the establishment of a system to benefit the gradual change of the urban-rural dual economic structure , and the formation of regional economic developing mechanism. At present China's social and economic development is faced with the problem of insufficient civil demands which actually is a concentrative reflection of the backwardness of 'agriculture,countryside and farmer'. Therefore ,to increase farmer's income is not only the current fundamental tactic to enlarge the civil demands and to maintain the continuous increase of domestic economy, meanwhileit is also the basic means to solve the new-period problem of 'agriculture, countrgside and farmer', it is furthermore the only way to realize China's modernization.
