This paper discusses briefly the fundamental connotation that summarizes modern politi-cal civilization and rule of law,and analyses the effect of the concept of rule of law on modern political civilization believing that the concept of rule decides modern political civilization’s idea and way of governing.In short,idea of rule of law decides the nature of modern political civilization.
