呼和浩特市中等职业教育发展面临的困境与政策选择(一)

中等职业教育对于培育应用型和技能型人才,促进社会充分就业,推动经济和社会的发展,具有重要意义。本文以呼和浩特市中等职业教育发展为研究案例,从理论和实践相结合的角度,对该市中等职业教育的发展历程及现状、面临的问题及困境进行了实证分析,在此基础上对其进一步发展的政策选择进行了较为深入的研究和探讨。鉴于呼和浩特市(以下简称呼市)中等职业教育的发展在政府管理、办学主体管理以及资源整合等方面都存在着较大缺陷,本文即以应用研究为取向,采取文献法、历史法、比较法、演绎法等多元方法,深入分析和探讨了其进一步发展的总体思路和具体对策。通过研究,本文得出的结论是:促进呼市中等职业教育健康持续的发展,需要政府部门、教育(办学)主体、用人单位及其它社会主体的充分参与合作,需要形成多元主体协同共治的格局;根据呼市的实际情况,本文提出的思路和对策是:优化政府宏观规划与调控,试行"双元制"办学模式,建立多元化筹资渠道,实行以市场为导向的发展策略。

The medium vocational education regarding the cultivation of the skill-based talented person,the promotion of the social employment,the promotion of the economical and social development,has its significance.From the angle of the unity of the theory and the practice and taking the Huhhot medium vocational education development as the research case,this article gives an empirical analysis of the process and the present situation,the problems faced and the difficulties in the development of the medium vocational education in the city.Based on these,the article carries on a more thorough research and discussion of the policy choice.In view of the fact that Huhhot(hereafter refers to as Huhhot) medium vocational education development has the big flaw concerning its management in the government,in the school aspects as the main body as well as resources conformity in the government,this article,taking applied research as an orientation,adopts the literature law,the historical law,the comparison test,the deductive method and multi-dimensional method,has analyzed and discussed the overall thinking and the concrete countermeasures thoroughly for its further developement.The conclusion from the research is : a healthy and continual development of the Huhhot medium vocational education needs not only the full participation and cooperation of the government department,the education(school) the main body,the employer and other social main bodies,but the formation of the pattern of multi-main body ¨Cgoverning and-coordinating altogether;According to Huhhot's actual situation,this article puts forward the following idea and countermeasures: to optimize the government macroscopic plan and the regulation,to implement 'the binary system' pattern of running school,establish the multiplex fund raising channel and implement the development strategy of taking the market as the guidance.
