坚持绿色发展理念,筑牢北疆生态安全屏障——以巴彦淖尔市生态文明建设为例

Adhering to Green Development Concept;Building a Strong Northern Ecological Security Barrier——Taking the current situation of ecological civilization construction in Bayannur for example

党的十八届五中全会提出创新、协调、绿色、开放、共享"五大发展理念",将绿色发展作为关系我国发展全局的一个重要理念,作为"十三五"乃至更长时期我国经济社会发展的一个基本理念。文章以巴彦淖尔市生态文明建设为例,深刻分析绿色发展理念的深刻涵义和树立绿色发展理念的重要性,并根据调研结果科学研判分析巴彦淖尔市生态环境现状和存在问题。按照市委、政府提出的目标,结合《巴彦淖尔市推进生态文明制度建设和改革的实施方案》,提出了加强制度建设、改造提升传统产业、培育壮大新兴产业的对策建议,并提倡加强对公民生态意识教育,积极践行绿色发展理念,继续加强生态建设,共建美丽巴彦淖尔。

The fifth Plenary Session of the 18 th CPC Central Committee put forward ' The five development concept' of innovation,coordination,green,open and sharing among which developing green is considered as an important concept related to the general development of the country and a basic concept of China's economic and social development for the 13 th five-year plan and even a longer period.Taking Bayannur city ecological civilization construction as an example,this paper analyzes the profound meaning of green development idea and the importance of establishing the idea of green development,studies the current situation of the city's ecological environment and existing problems according to the survey results,finally based on the target set by the municipal party committee and government,as well as 'Bayannur Advancing the System Construction of Ecological Civilization and the Implementation of the Reform',puts forward the countermeasures and suggestions of strengthening the system construction,transforming and upgrading traditional industries,cultivating and expanding emerging industries,and advocate strengthening citizens' ecological consciousness,practicing green development concept actively,continuing the ecological construction and building a beautiful Bayannur.
